| 1 | 英国的“电子政府”显示文摘英国“电子政府”战略框架中提出的核心问题就是要建立”以公众为中心的政府”。它贯穿英国政府信息化建设的始终。是英国政府在信息化建设中最为强调的观点。 几年来,英国政府先后发布了《政府现代化白皮书》、《21世纪政府电子服务》、《电子政务协同框架》等政策规划,并提出了到 2008年在英国全面实现政府电子服务的目标。2000年 3月 30日,英国首相布莱尔在“信息时代特别内阁会议”上提出,把英国全面实施电子政务的时间从2008年提前到2005年、到2002年,英国政府机构服务的上网率要达25%。2001年1月,英国内阁办公室宣布。英国”电子政府”的工作成效显著,现在已经有40%的政府服务可以通过互联网提供给公众,提前1年超额完成了预定的目标。根据英国国家统计局的报告,目前英国的成年网民中,有18%的人使用政府机构网站获取服务或官方文件等信息。政府机构网站总数达1000多个,每星期的访问请求超过2000万。 | 王小飞 Shown | 2002 | 网络与信息2002，16，1： | 7 |
